The US can impose sanctions but that is ineffective if the rest of the EU nations don't cooperate. Iran would have to be dependent on US trade for sole US sanctions to be effective, and they are not. So the sanctions aren't going to do anything because the EU is no longer behind them. Obama saw that this was happening and worked to get the treaty to use in place of the sanctions which were going away. Trump threw that all away and now has no leverage over Iran, so he is using military threat. That is a much more dangerous alternative, obviously.
