GAPS AND LAVIZZO: One of the city's worst passing rates!

Part 4—At the Times' showcase school:
It can be amazingly easy! Especially if you almost surely don't know what you're talking about, and if you don't gigantically care.

These award-winning thoughts popped into our heads as we read these letters in today's New York Times.

The Times published four letters about Mayor de Blasio's newly-announced plan—his plan to increase diversity at the city's "elite high schools" by eliminating the use of admission tests.

Is that a good idea? Not necessarily, no. But we're speaking here about reactions to the plan, not about the high-minded proposal itself.

Our basic thought is this: It's amazingly easy to improve public schools if, perhaps like some letter writers, you don't know much about such schools and you don't necessarily care!

The first letter writer "is the parent of a student at a specialized high school." In his letter, he says the city should retain the admission tests.

"The best way for the city to increase diversity at these schools is to improve the students’ primary school education," this concerned parent says today. He makes it sound so easy!

He makes it sound so easy! New York City should simply improve the primary school education of its black and Hispanic kids, the kids who are currently under-represented in the elite high schools.

He makes it sound so easy! Left unmentioned are the data you've never seen in the New York Times, the data which help explain the demographics of those admissions-based schools:
Average scores, Grade 8 math, Naep
New York City, 2017

White students: 290.71
Black students: 255.63
Hispanic students: 263.56
Asian-American students: 306.03
Those data may help us understand the demographics of those elite high schools. They also help display the problem we all (quite happily) live with.

He makes it sound so easy! The city needs to improve the education of its black and Hispanic kids, wiping out the gigantic gaps which exist at the end of eighth grade! Apparently, no one but the letter writer has ever thought of that!

The obvious question: How can Gotham do that? How do you eliminate achievement gaps in math which range, in the data shown above, from 3.5 to five years at the end of eighth grade?

The answer to that question is daunting. This may help explain why data like those never appear in the New York Times, and therefore never darken or trouble the outlook of the Times' upper-end readers.

Simply put, our big newspapers show few signs of caring about black kids. Their problems and interests are routinely shoved to the side. Their problems and interests aren't allowed to intrude on the lives of subscribers.

(Rachel and Lawrence play the same game. Manifestly, our big corporate stars don't care.)

Periodically, our big newspapers have played a second game. The find some way to tell their readers that black kids are doing great in school after all—in Chicago, let's say.

Last December, the New York Times didn't make that explicit claim when it published a lengthy, somewhat obscure report about the Chicago Public Schools. (To all appearances, the system is, in fact, much improved over the past dozen years.)

Let's be fair! The New York Times didn't explicitly claim that Chicago's black kids are doing great in school. But it did imply a good game.

Employing a somewhat obscure statistic, the paper might have seemed to say that Chicago is one of a handful of places, across the whole nation, "where students learn the most." And atop its report, which consumed a full page, the paper ran a large photograph of six adorable little girls, all of whom would be socially identified as black.

The girls attend Lavizzo Elementary, the one Chicago school the Times chose to showcase. We were told that Lavizzo is "nearly 98 percent black"—and that its "[test] scores have risen." An upbeat description followed, with Lavizzo's upbeat principal saying the school "can grow" any child who shows up.

We learned long ago—in the early 1970s!—not to put faith in such claims. In such matters, we've seen basic skepticism justified time and again.

Remember Maury Elementary, the all-black Alexandria, Virginia school which the Washington Post hailed—atop its front page!—as "a study in pride and progress?" The front-page report quoted Maury's upbeat principal. The report included an upbeat photograph of that school's beautiful kids.

Maury was hailed atop the Post's front page back in 2006. Because we'd learned decades before not to put our faith in such claims, we decided to look at the data.

We discovered that Maury had actually recorded, among other low scores, the second lowest passing rate in Grade 3 reading of any school in the state of Virginia! And at the time, Virginia elementary schools were only testing Grades 3 and 5.

As it turned out, the Post had fallen for a truly ridiculous statewide scam. For a fuller report on this complex, ludicrous incident, you can just click here. (Eventually, the chairman of the Virginia State Board of Ed acknowledged the statewide disaster. We'll let the historians locate that post, because we can't find it at present.)

The Post bannered Maury atop its front page back in 2006. Decades before, we had learned not to put automatic faith in such happy-talk claims.

For that reason, we decided to check the test scores of Lavizzo. And uh-oh! According to its official Illinois School Report Card for the last school year, Lavizzo boasted one of the lowest overall "passing rates" of any school in Chicago, and presumably in the whole state.

What does the state of Illnois say about Lavizzo? In its most basic overview of Chicago's schools, its data say that only 5.9% of Lavizzo's students were "ready for the next level" based on last year's statewide testing.

The Chicago Public Schools run more than 400 elementary schools, many of which serve essentially all-black populations. Only a handful of those schools boasted a lower "readiness" rate than Lavizzo on those official statewide tests.

Now for a moment of fairness! The state of Illinois began using the somewhat controversial PARCC tests in the 2015-2016 year. Last year was just the second year that Lavizzo, and all other Illinois schools, used those particular tests.

The PARCC tests may not be the best instrument for measuring the work being done at Lavizzo. Still, it's hard to square Lavizzo's exceptionally low "readiness" rate with the glowing picture of the school in that Times report, driven along by that winning photo of its littlest students.

We asked Emily Badger, one of the Times reporters, to explain the claim that Lavizzo is a school where "scores have risen." She sent us a statement she'd received from the school district itself, a statement describing the school's improvement from 2013 to 2017 on a set of assessments called the NWEA—a set of assessments the city administers in addition to its state-mandated PARCC tests.

What is the NWEA? It's the Northwest Evaluation Association, a somewhat obscure program of instruction and assessment.

How obscure is the NWEA? It doesn't even have a Wikipedia entry! That doesn't mean that it's a bad system, of course.

Last month, Heidi Stevens reported for the Chicago Tribune on the NWEA's procedures, as seen within one Chicago elementary school. As a general matter, we're inclined to favor the general ideas behind the system Stevens described.

That doesn't tell us if the program is helping Chicago's low-income minority kids. It doesn't tell us if Lavizzo is showing improvement (and achievement) on a scale that's worth talking about.

The Chicago Public Schools offer a 2017 "School Progress Report" for Lavizzo. (Click here, enter "Lavizzo.") The school is credited with "student attainment" on the NWEA which is rated as "average," and with "student growth" which is "far above average."

We don't know what those categories mean, and the information links don't seem to be working. We have no idea how to evaluate the data in that School Progress Report. History teaches, again and again, that there's a need to be skeptical about such claims.

How much are kids learning at Lavizzo? We can't tell you that. Decades of experience tell us that you should never trust the claims that are made by individual schools or upbeat principals (however well-motivated), or by school systems themselves. Beyond that, the NWEA assessments are rather obscure.

Then too, we have that official Illinois School Report Card, where Lavizzo's scores are dismal. We don't know how much kids are actually learning there—not does it exactly matter.

It doesn't exactly matter for an obvious reason. Despite the happy talk in that full-page Times report—despite those adorable little girls—this is where matters stood at the end of last year:

White students nationwide: 292.16
What's happening at Lavizzo Elementary, a small school in a very large city? Like the Times, we can't tell you that. But despite that photo of those little girls, that's what was happening all over Chicago at the end of last year!

In New York, one man knows what Chicago should do. Chicago should improve its schools, the gentleman helpfully says.

He says this because he reads the Times, and the Times has never much seemed to care. It doesn't publish data like those. Like the bulk of the upper-end press, it tends to sell happy talk instead.

This isn't the fault of those two Times reporters, neither of whom is an education specialist. This is the long-standing culture of the upper-end press corps, and of our liberal world as well.

We quit on black kids long ago. Unless the kids are in Malawi, Lawrence and Rachel don't care.

  2. In order to quit on black kids, one must also quit on black adults. Has that happened too? Have they quit on themselves? Because that would have to happen too. Is it possible that black people have quit on themselves and their children?

    Or is a test developed to measure a mainstream white culture being applied to black children who grow up under different circumstances, learning things that are not relevant to, nor measured by standardized education?

    Is it possible to have any healthy child not learn from his or her environment without deliberate suppression? If that seems unlikely then we must ask, what else are black kids learning if they are not learning to do well on the NAEP? Are they learning other stuff, perhaps how to succeed in a mainstream culture that doesn't care about them?

    Or is Bob trying to say that everyone has quit because black kids and by extension black adults just aren't capable of closing those gaps? Is he trying to say that all across the country, despite the best efforts of well-meaning school workers, black kids just cannot do the work? And if he is saying that, why does he think that is true? Because I haven't heard him say a word on any of those topics and I haven't heard him chide liberals for ignoring them either, and I haven't heard him chide Rachel for being unwilling to touch the topic of black gaps with a ten foot pole.

    So what kind of discussion does Somerby want to have? Surely not the kind of technical discussion he offers here, because that will not engage any audience, not even one composed of retired actuaries, not even with pictures of cute kids.

    2. Thanks for the link, anon 1:02. IMHO it's impossible and infeasible to eliminate all other causes so as to conclude that discrimination is the reason for higher black unemployment rates. The study says, "We control for possible factors that could explain unemployment differences, such as educational attainment, gender, and age." That's a joke! There are any number of possible causes other then these three, such as
      -- IQ
      -- college major: STEM vs. liberal arts vs Black Studies
      -- Ability to speak standard English
      -- Crime rates

    3. You can control statistically for anything that you can measure using numbers. That includes IQ, language ability and crime rates. The article I posted a link to did control for education preferences (college major). You cannot control for individual differences, but when you measure things about people, you can correlate them and if you can correlate for them, you can control for them using statistical techniques.

      An actuary should know that.

    4. Anon - the point is, in order to conclude that discrimination is the only possible reason for higher black unemployment, one would have to control for EVERYTHING ELSE. But, that wasn't done. As you pointed out, you cannot control for things that cannot be measured in numbers. Also, it seems that the study didn't control for IQ differences, even though it's known that these differences are substantial, on average.

      The bottom line is, this study cannot eliminate every other possible reason for differences in unemployment rate, so in cannot validly conclude that discrimination is the cause. The article reflects badly on the Center for American Progress.

    5. No, David, you don't have to control for everything else. You assume that individual differences, uncontrollable variance will be equal across racial groups and you hold that constant too. The additional variability beyond that can be attributed to discrimination.

      The article cannot reflect badly on the Center for American Progress because it is using a methodological approach that is shared across the field, not specific to those authors.

      IQ is an individual difference. IQ differences vary more within race than across races. That justifies treating it as subject variability.

    7. Psychologists consider intelligence to be an individual difference. It is not a group characteristic because there is more variability in intelligence within black and white so-called races than there is between those two groups. There are very large differences in IQ within both groups. So, you just consider that part of the general variability that all people bring with them into any study. You assume that the variability within each of the two groups is the same, you hold the subject-variability constant.

      I don't know how else to say it. When you do an ANOVA (analysis of variance), you apportion the variability. When you do a within-subject ANOVA, you portion out the variability attributable to the subjects in order to look at the remainder. You can measure that variability and compare it and you can also assume it is roughly equal (which ANOVA always does) and exclude it in order to look at the remaining variability after you have controlled for other covariates and the remainder will be due to discrimination, which can be assumed to exist for black subjects but not for white subjects.

      You should also understand that psychologists such as Claude Steele believe that IQ test scores already contain bias not from the questions but due to stereotype threat, which hurts black scores but not white, when you make IQ salient, given the stereotypes about black/white IQ differences. That makes it difficult to obtain an IQ test score that hasn't already been affected by discrimination.

  3. We were forced into a tv-free lifestyle when I was growing up and I never acquired viewing habit until fairly recently.

    Has there ever been a time when tv journalists focused time and attention on schools, other than featuring authors with new books on the subject?

    You can't read these pieces from Somerby and not be moved, as shallow and temporary as that emotional response is in my case.

    Not too long ago I suddenly "got" the vivid mental picture being painted here of a panicked and humiliated ten-year-old discovering that he was behind his classmates in math class, with no prospects for catching up.

    That's a doozy. That kid will knock you around. It doesn't last, but he latches onto your insides like a drowning victim, which he is.

    I don't remember anyone talking about these terrifying kids at anytime, let alone Maddow.

    1. Well, I don't know. There have always been kids who did poorly in school. And as you say, there was never much reporting about the nuts and bolts of education. Ever.

      And, I happen to think that Somerby's occasional sob story about some poor underperforming kid is used to manipulate his readers, without ultimately leading to any real discussion of ideas or solutions.

    3. When someone isn't good at something, they tend to devalue its importance so that they don't feel bad about their situation. Kids who are smart but bad at sports tend to devalue sports. Kids who are bad at math but good at sports assign high value to sports and low value to math. This is human nature, how our minds work to protect our egos and maintain a positive self image.

      Getting kids who are bad at math to care about doing math is tougher. You don't spend much time comforting kids who are crying about not doing well at math unless some callous teacher has shamed the child. So Cecelia's insides are safe. She should be imagining those poor teachers who work their hearts out trying to help apathetic kids improve at a skill they have little interest in but which will be important to their futures, with minimal results in many cases. That futility is worth crying over. The teachers who figure out how to involve and interest those kids who are bad at math, all while trying to live on a teacher's salary and have a life, those are the ones to admire, the heroes of this story.

Somerby made sure to share that and his own supposed emotional response, but he forgot to share how he dealt with that kid. Anything? Nothing? But hey, what's important is that SOMERBY CARES.

    6. That may be why Somerby is no longer a teacher. You don't have the luxury of being sentimental about your kids. I remember a counseling session with a girl who had lost her mother and was losing her father to cancer, within less than a year of each other. She was trying to stay in school. But she didn't come to me for sympathy. She came for practical advice and help with logistical problems. If I gushed all over her about how brave she was being and the magnitude of her loss, I would not have helped her. My job was to focus on her needs (not my own) and deal with her problem. Gushing over the obvious problems of kids robs them of their dignity, their agency, their hope and optimism about their futures. We don't have the right to inflict that on them, just to show how caring we are.

      Cecelia, how does your stomach feel about homeless people? They are the kids you worry about, except all grown up. And how do you feel about refugees? They are those kids too, except from a different geographical location. How does your stomach do with kids who are sick? I assume you support Obamacare and expansion of Medicare and CHIP and similar programs. In fact, you must have voted for Hillary, being all empathetic and deeply caring for children. Trump sure didn't have anything to say about education. I'll bet your stomach urged you to vote twice for Hillary!

      That girl happily attended an open-ended college with a good sports program, where her boyfriend was also going. I'll bet she wasn't aware of how sorry Somerby felt for her. In fact, she may not have realized the wrongs done to her by life. Foolish girl -- she might even have been cheerful, eager to attend her classes, looking forward to her life!

      I have no idea whether Somerby was torn up or not about the student in question. In fact, I wouldn’t know even if Somerby told us, which he didn’t. What he was writing about was a school system with top-ranked students who can’t qualify to attend any college except those that are open admission. That would seem to be a problem. And the point of the blog post.

      I’ll try to explain how this works, and I’ll even type very slowly so you can follow.

      None of us can know for sure what people think and feel, but we can make fairly reliable inferences based on what they do or fail to do. For instance, I have no way of knowing whether you really have any interest in making a point with your comment or whether you’re interested in my response. But you took the time to post the comment, even wading through those damn Captchas to do so. That’s enough for me to consider that you have some minimal interest.

      Let’s take the NYT, which I think for the purposes of this blog entry, is a liberal paper run by liberals. Do the writers, editors, and publisher care about poor black students? As a matter of thought and feeling, that’s impossible to know. Even if you could ask and even if you could get an answer. But whatever caring is there in brainwaves doesn’t carry over into the operations of the newspaper. The paper doesn’t assign experts in education and standardized testing to stories about schools. That’s because they don’t have such experts on staff. So the rare reports on the topic are bungled pieces written by novices.

      If they don’t care enough to be cogent and accurate about a subject, it’s fair to conclude they don’t care much about it.

  4. Somerby's discussion of schools, or his discussion of the media's reporting on schools, seems to start and end with the NAEP data. The NAEP test, we are assured by Somerby in hundreds of previous posts, is the "gold standard of testing", or at least is "widely known as the gold standard of testing". Is that a claim that, historically, there's a "need to be skeptical about?" Apparently, Somerby takes this particular claim at face value.

    The NAEP doesn't show results for individual schools. There is a list of certain, mostly urban, school districts for which the results are known; otherwise the test reports only down to the state level. That's why the NAEP is more of an overall number. States implement their own standards. I'm not sure how a specific school like Lavizzo can use the NAEP numbers in its daily work.

    Is the NAEP an adequate measure of student performance? Maybe. But I've never seen Somerby examine this question.

    Ultimately, Somerby's main interest in the education discussion seems to be in a dry, impersonal (and endless) querying and listing of statistics, of raw data. Those individual smiling kids in that photo just disappear beneath that mountain of statistics.

    Well, that and that liberals don't care. That is really the main idea that runs through all of Somerby's writing about education. It is reflexive, like an uncontrollable tic. The problem is, of course, that Somerby defines "caring" in a remarkably narrow way that precludes any contrary opinion.
