HAMPTON (6/10/20): As protests over racist policing in America continue to play out in the nation’s streets, a concurrent reckoning with race and inequality is taking shape inside the country’s notoriously white media companies, signaled in part by the sudden departures of high-profile executives. The most notable exit so far is James Bennet, whose tenure as the editorial page editor of the New York Times ended after a furor over an op-ed by Arkansas Sen. Tom Cotton that called for deploying the military against peaceful protesters.
That's almost exactly what the column didn't say. As we've thoughtfully noted so many times, this is the way it's done!

  3. I cannot read the editorial without subscribing to the Times, but the part I can read says "Send in the Troops" "The nation must restore order. The military stands ready."

    Somerby wants to limit what Cotton said to just the DC area. Since he didn't quote Cotton's words and it is not available to the public, just to NY Times readers, who knows what he said, but the amount I could read, the quotes available, say exactly that. Unleash the troops on peaceful protesters and presumably non-peaceful ones too.

    Arguing that Cotton isn't as much of an authoritarian as he seems, is counter-productive when he clearly wants to use federal troops against protesters and that is a very scary step along the path to dictatorship. Even in DC, people should have the right to protest without being attacked by the US Army and the forces Barr assembled from a variety of agencies, including police cars labeled only "US Police" on the door, as if part of a secret police service (actually from the CIA). This is restoring order at the expense of the exact freedoms that make us a representative democracy. We have the right to be in the streets. When someone who holds an elected position, such as Cotton, wants to suppress protest using the military, he is denying the rights guaranteed in our constitution and violating his own oath of office.

    Why is Somerby arguing that he said nothing worth getting upset about?

    When Somerby is one a particular side of an issue, he parses words so tightly that words like "tried" change everything. Today he wants to deny the gist of Cotton's statement, ignore its overall sentiment in order to deny his intent on the basis that he was only talking about DC. Language doesn't work like that. If Somerby doesn't support tyranny, he should stop trying to find wiggle room for Cotton, stop pretending that Cotton isn't making a proposal that is dangerous to our freedom of speech, on behalf of a would-be tyrant cowering in a bunker. Trump may be afraid of the people, but that is no excuse for using troops to shut us up. If Trump ever listened, he might be less frightened, but he appears unable to hear anything but flattery and these protesters are not giving him what he wants to hear.

    1. Congratulations, professor @3:21P, you’ve now elevated the art of reading without comprehension to the level where you don’t actually have to read at all.

      TDH does not want to “limit” Cotton’s remarks to the DC area. Where do you get that? DC is federal territory and thereby no legal obstacles exist to stop a President from deploying federal troops there. Cotton’s opinion extends to states that have governors unwilling to ask for federal troops to suppress rioting and looting.

      No one has more contempt for Tom Cotton than I do, except maybe for Esquire’s political writer Charles Pierce, who calls him a “bobble-headed slap-dick,” but Cotton specifically calls for the armed forces to suppress rioters and looters who are not the “majority who seek to protest peacefully.”

    Is Somerby an avid reader of Bon Appétit? Is it truly noteworthy what the author of an article about Bon Appétit has to say about anything? Surely, no one pays any attention.

    This week, rioters have plunged many American cities into anarchy, recalling the widespread violence of the 1960s.

    New York City suffered the worst of the riots Monday night, as Mayor Bill de Blasio stood by while Midtown Manhattan descended into lawlessness. Bands of looters roved the streets, smashing and emptying hundreds of businesses. Some even drove exotic cars; the riots were carnivals for the thrill-seeking rich as well as other criminal elements.

    Outnumbered police officers, encumbered by feckless politicians, bore the brunt of the violence. In New York State, rioters ran over officers with cars on at least three occasions. In Las Vegas, an officer is in “grave” condition after being shot in the head by a rioter. In St. Louis, four police officers were shot as they attempted to disperse a mob throwing bricks and dumping gasoline; in a separate incident, a 77-year-old retired police captain was shot to death as he tried to stop looters from ransacking a pawnshop. This is “somebody’s granddaddy,” a bystander screamed at the scene.

    Some elites have excused this orgy of violence in the spirit of radical chic, calling it an understandable response to the wrongful death of George Floyd. Those excuses are built on a revolting moral equivalence of rioters and looters to peaceful, law-abiding protesters. A majority who seek to protest peacefully shouldn’t be confused with bands of miscreants.

    But the rioting has nothing to do with George Floyd, whose bereaved relatives have condemned violence. On the contrary, nihilist criminals are simply out for loot and the thrill of destruction, with cadres of left-wing radicals like antifa infiltrating protest marches to exploit Floyd’s death for their own anarchic purposes.

    These rioters, if not subdued, not only will destroy the livelihoods of law-abiding citizens but will also take more innocent lives. Many poor communities that still bear scars from past upheavals will be set back still further.

    One thing above all else will restore order to our streets: an overwhelming show of force to disperse, detain and ultimately deter lawbreakers. But local law enforcement in some cities desperately needs backup, while delusional politicians in other cities refuse to do what’s necessary to uphold the rule of law.

    The pace of looting and disorder may fluctuate from night to night, but it’s past time to support local law enforcement with federal authority. Some governors have mobilized the National Guard, yet others refuse, and in some cases the rioters still outnumber the police and Guard combined. In these circumstances, the Insurrection Act authorizes the president to employ the military “or any other means” in “cases of insurrection, or obstruction to the laws.”

    This venerable law, nearly as old as our republic itself, doesn’t amount to “martial law” or the end of democracy, as some excitable critics, ignorant of both the law and our history, have comically suggested. In fact, the federal government has a constitutional duty to the states to “protect each of them from domestic violence.” Throughout our history, presidents have exercised this authority on dozens of occasions to protect law-abiding citizens from disorder. Nor does it violate the Posse Comitatus Act, which constrains the military’s role in law enforcement but expressly excepts statutes such as the Insurrection Act.

    1. Yes, this does illustrate that Cotton has odd ideas about who the looters were and who the protesters are. For example, he says:

      "the riots were carnivals for the thrill-seeking rich as well as other criminal elements"

      Driving exotic cars, no less. And he is a believer in antifa hidden in the ranks of liberals, which makes any peaceful protester into a suspected arch-villain.

      And he complains because a 77-year old ex-cop was shot trying to defend his business. That is tragic largely because he may have overestimated his own immunity to the mob, having been used to having a great deal more power than the average 77-year old.

      Protesters always outnumber police, unless they are guarding a KKK rally. Being outnumbered is only dangerous when they are not peaceful protesters. It is why police largely avoided looters in cities with a history of riots, such as Los Angeles. The lack of experience of other police forces may have resulted in more violence. Los Angeles learned to move its police out of the path of rioters rather than opposing them, follow behind and clean up the mess, then institute a curfew and try to prevent gatherings of people the next evening. You don't need to mobilize massive force to use that strategy. There are anecdotes of police atrocities that parallel the anecdotes Cotton supplies, but we have no stats about how many police were injured compared to how many peace protesters or looters or rioters, and no count of how many antifa were arrested, although we have heard that the busloads that small cities were warned about nationwide never materialized. Gun-toting vigilantes did show up but were disappointed to find no antifa anywhere.

      The main criterion for deciding whether to run this essay or not should have been whether it would help calm the violence or inflame it. I find it entirely unhelpful toward calming tensions because it misdescribes what is happening so egregiously.

    For instance, during the 1950s and 1960s, Presidents Dwight Eisenhower, John Kennedy and Lyndon Johnson called out the military to disperse mobs that prevented school desegregation or threatened innocent lives and property. This happened in my own state. Gov. Orval Faubus, a racist Democrat, mobilized our National Guard in 1957 to obstruct desegregation at Little Rock Central High School. President Eisenhower federalized the Guard and called in the 101st Airborne in response. The failure to do so, he said, “would be tantamount to acquiescence in anarchy.”

    More recently, President George H.W. Bush ordered the Army’s Seventh Infantry and 1,500 Marines to protect Los Angeles during race riots in 1992. He acknowledged his disgust at Rodney King’s treatment — “what I saw made me sick” — but he knew deadly rioting would only multiply the victims, of all races and from all walks of life.

    Not surprisingly, public opinion is on the side of law enforcement and law and order, not insurrectionists. According to a recent poll, 58 percent of registered voters, including nearly half of Democrats and 37 percent of African-Americans, would support cities’ calling in the military to “address protests and demonstrations” that are in “response to the death of George Floyd.” That opinion may not appear often in chic salons, but widespread support for it is fact nonetheless.

    The American people aren’t blind to injustices in our society, but they know that the most basic responsibility of government is to maintain public order and safety. In normal times, local law enforcement can uphold public order. But in rare moments, like ours today, more is needed, even if many politicians prefer to wring their hands while the country burns.
